Cheryl has vast experience in contractual advice, claims preparation and expert opinion. She is also a regular speaker for public seminars and speaking engagements.
Cheryl has more than 26 years’ experience in the construction industry initially gained in professional quantity surveying practice and with developer and later with claims consultancy firm. She holds dual qualification in quantity surveying and in law. She is experienced in giving contractual advice, preparing claims and giving expert opinion. She also speaks in public seminars on construction contractual issues.

John specialises in Construction Contracts, Loss & Expense Claims, Extension of Time Claims and Expert Witness services.
As a Director (Quantum & Delay) of Charlton Martin Consultants Sdn Bhd. John holds dual qualifications in quantity surveying and law with nearly 30 years of experience. John has testified as an Expert Witness in 22 arbitration or court proceedings giving clear, structured testimony that assists tribunals in navigating complex delay and quantum issues. John understands not only how claims are prepared — but how they are scrutinised, challenged and decided. This dual perspective enables him to assist counsel and tribunals with opinions that are technically rigorous, legally coherent and evidentially robust.
His experience as a Quantity Surveyor, Claims Specialist, Adjudicator and Arbitrator gives him a rare 360-degree understanding of construction disputes — from project site realities to tribunal deliberations. Furthermore, John has been an articulate public and in-house seminar speaker since 2007.


Shawn is a highly-qualified multi-disciplinary professional with over 35 years of experience in construction, engineering, energy and infrastructure projects.

His experience on large scale projects covers many sectors, executed under various contractual arrangements, inter alia, Traditional Contracts, Management Contracting, Construction Management, Design & Build, Turnkey, BOT, PFI and PPP. Shawn specialises in the provision of dispute related services, having previously been employed in two major contract consultancy groups and as senior commercial manager of a large multi-national company where he headed the commercial and risk division, managing and directing operation resources, oversees contract administration, arbitration, adjudication, and other legal matters. The combination of his technical, quantity surveying, project management, IT, law and business administration skills enables him to assist clients in a broad range of issues and maximising the prospects of success in a cost-effective manner. He counsels employers, contractors and subcontractors in commercial, retail, office, residential, civil engineering, industrial park, power plants and airport projects and was recognised for his ability to effectively resolve complex and difficult commercial and contractual matters.

Gregory is a legally qualified specialist in arbitration and contractual advice. He also speaks at seminars and writes articles for publication.
Though he chooses not to practise as a barrister, Gregory specialises in arbitration and contractual advice relating to construction and insurance matters having qualified both as a Chartered Quantity Surveyor and as a barrister. His legal background makes him ideally suited to drafting agreements, contracts and documents for arbitrations as well as giving advice and opinion on difficult issues. Gregory has experience in assisting contractor clients in mediations and adjudication and in assisting experts in preparing expert reports. He is experienced in pursuing and defending claims from site level through to arbitration. He has represented clients in many arbitrations relating to construction and insurance matters, and also sat as an arbitrator. Gregory also gives seminars and writes articles for publications.

Joel has had 10 years’ experience in Tendering as well as Pre- and Post-Contract Management with leading contractors in Malaysia.
Joel is a Chartered Quantity Surveyor who holds a Bachelor Degree in Building Contract Management and also a Bachelor Degree in Law. In addition, he is a fellow of the Chartered Institute of Arbitrators. He has over 15 years’ experience in the construction industry out of which 6 years are in the specialist area of dispute resolution and avoidance. He began his career as a contract executive for a general building contractors specialised in construction of high-rise buildings where he gained valuable first-hand experience of contract administration from a contractor’s perspective. He later broadened his experience in the transportation sector, specifically in respect of the construction of the underground tunnels and stations for the Klang Valley Mass Rapid Transit System Lines 1 & 2. His main involvement in both of the lines was in post contract management of sub-contractors and suppliers, assessment of claims, and preparation, monitoring and reporting of budgets. Since joining Charlton Martin, Joel has assisted the Directors in providing construction contracts claims consultancy services and expert reports for litigation, arbitration and adjudication. He was the lead assistant in many of these appointments. Joel also provides contractual advice to clients when the firm is engaged to do so on a retainer basis for live projects where he works with minimal supervision. He is very experienced with all manner of loss and expenses claims. In addition, he has also assisted one of the director in preparing and conducting a bi-lingual (English / Mandarin) in-house seminar for an international client.

With over 15 years of experience, Wei Jie’s current role involves handling extension of time, prolongation, and disruption claims, as well as assisting directors in preparing expert witness reports for arbitration proceedings.
Wei Jie is a Chartered Quantity Surveyor with over 15 years’ experience in the construction industry gained with major consultants in Hong Kong, Singapore and Malaysia. He is experienced in cost planning, procurement and tendering, cost control, claim management and settlement of final accounts. Wei Jie’s current responsibilities includes preparation of extension of time, prolongation and disruption claims, as well as claim evaluation. He also assists the directors in the preparation of expert witness reports for various arbitration proceedings.

Choy Lan assists in preparing tender documents as well as managing post contracts duties including preparation of expert witness reports.
Choy Lan has over 11 years of experience in Malaysia, Singapore and also United Kingdom. She started her career upon completing her Bachelor of Science degree course as a quantity surveyor in Scotland in 2006. In this role, she assisted in preparing tender documents as well as managing post contracts duties. In 2013, she returned to Malaysia to work with a large established quantity surveying practice as a senior contract executive. She was entrusted to manage tender procedures including tender enquiries, pre-tender estimates, preparation of tender documents, tender reporting, tender clarification and post contract procedures including attending all meetings, assessing contractor’s valuation and variation claims, cost reports presentation and negotiating final account with contractors. Since joining Charlton Martin Consultants in 2015, Choy Lan has assisted with the preparation of expert witness reports as well as undertaking various assignments as part of a team including tender document preparation for engineering, procurement, construction and commissioning contracts.

Raymah, who has 9 years’ experience currently assists the Directors in providing general retainer services for major contractors and developers.
Raymah began her career working as a Quantity Surveyor for various building contractors and quantity surveying firms. She has gained experience in preparing tender documents, undertaking measurement of the commercial value of payments, preparing extension of time application, preliminary work program, final account, cost estimation, loss and expense Claims, variation order claims and oversaw the subcontractors claims and progress certification.

Syafiq’s key role is in preparation of delay analysis, preparation of EOT claims and forensic planning responsibilities.
Syafiq has over 10 years of experience, mainly in major infrastructure projects in the Commercial & Residential, Infrastructure, Power and Oil & Gas sectors. The notable projects where Syafiq has been involved are TRX, MRT (various packages), LRT, RAPID Pengerang and Hulu Terengganu Hydroelectric Dam. Syafiq is experienced in project management software namely PRIMAVERA, MS Project and other project controls software. He is also experienced in establishing relevant programme development, work breakdown structure, project organisation structure, management and interrogation, project reporting and delay analysis. Syafiq is able to provide detailed programmes for project execution, recovery, mitigation and extensions of time where needed and has been involved with the preparation of delay analysis, preparation of EOT claims and forensic planning responsibilities.

Hanif is an experienced planner & scheduler and currently provides services to clients in various planning and delay analysis assignments.
Hanif has gained valuable experience in planning & scheduling and preparing extension of time claims for solar, combined cycle gas-steam project, power plant, commercial & residential development and warehouse projects. He is well versed in project management tools for e.g., Primavera P6 and Microsoft Project. Throughout his career, Hanif has been involved in landmark projects including Tun Razak Exchange and RAPID. Since joining Charlton Martin as a Consultant, Hanif currently provides services to clients in various planning and delay analysis assignments.

Gracella is an experienced quantity surveyor demonstrating proficiency in assessing extension of time and monetary claims from contractors and subcontractors.
Gracella is an experienced quantity surveyor with a track record of over 16 years’ work experience. Her expertise includes cost control, project planning and coordination with contractors, architects, and engineers. She is well-versed in handling extension of time and cost claims submitted by contractors across different projects. She also specialises in preparing and assessing monetary claims made by contractors and subcontractors. Some notable projects she has worked on include Tonkin Street Residential Development, Inverness Road Residential Development, Redhill Peninsula Renovation and Serenity Path Residential Development in Sui Kung.

Ho Choon’s key responsibilities include providing contract advice, analysing and quantifying construction claims, and preparing expert reports and rebuttals.
Ho Choon is a Chartered Quantity Surveyor, holding memberships and fellowships in several professional bodies related to quantity surveying, construction claims, and arbitration. He possesses extensive experience in construction dispute resolution, specialising in contract administration, quantum analysis, and arbitration support.
Prior to joining Charton Martin, Ho Choon was a Senior Contract Executive, where he developed substantial expertise in both pre and post contract management. His role involved managing cost-related and contractual issues throughout all project phases, from the initial cost planning process to the final account stage.
In his current role, Ho Choon supports the Directors on various assignments, particularly those involving expert witness services and assignments related to quantum. His key responsibilities include providing contract advice, analysing and quantifying construction claims, and preparing expert reports and rebuttals.

Tze Wei has extensive experience in contract management, alternative dispute resolution, including cost and contract administration. She supports the Directors, particularly on expert witness and quantum-related assignments.
Tze Wei is a Quantity Surveyor with extensive expertise in contract management and alternative dispute resolution. Her professional background encompasses roles as a Contracts Manager, Quantity Surveyor and Consultant specialising in quantum. Throughout her career, Tze Wei has developed a strong foundation in both pre- and post-contract duties and her expertise spans the entire project lifecycle, from conceptualisation to final delivery. In addition, Tze Wei was responsible for producing tender estimates and overseeing cost management for construction projects, gaining extensive experience in contract administration.
In her current role, Tze Wei supports the Directors on various assignments, particularly those involving expert witness services and assignments related to quantum.


Chaz’s primary specialisation is in the assessments of defect rectification claims, preparation of extension of time claims and assisting experts with expert witness assignments.
With a Quantity Surveyor background, Chaz specialises in the assessments of defect rectification claims, preparation of extension of time claims and assisting experts with expert witness assignments. Prior to advancing his career in construction contracts consultancy, the highlight of Chaz’s career was working with a main contractor on a major tunnelling project which provided him with stellar experience in pre and post contract management.

Eric has over 7 years’ experience in the construction industry with emphasis on quantity surveying and claims / project management assignments. He was previously involved in large scale projects including airport development, hospital, tunnelling and commercial and residential and currently assist the Directors with various matters.

Amber is adept at preparing contractual claims and supporting documentation and currently supports the Directors and Senior Consultants on a wide range of assignments.
Amber is experienced in contract administration, specialising in the establishment and evaluation of contractual claims. With a strong background in commercial management, she is adept at preparing contractual claims and supporting documentation for adjudication, arbitration, and litigation proceedings.
